BUILDING UTILIZATION COMMITTEE
District Will Not Close Van Buren

The Baldwinsville Central School District will not close Van Buren Elementary School. At its October 1 regular meeting, the Board of Education voted to keep the school open. The decision came after an extensive study that included enrollment projections, building capacities, educational impact and building conditions.

The district conducted the study to determine the feasibility of closing a school as a cost savings measure due to decreasing revenue sources to school districts as well as a steady decline in enrollments at the elementary level since 2007.

Below is a history of the district's study as well as links to maps, agendas and meeting minutes.

History of Building Utilization Committee

One of the Baldwinsville Central School District’s major projects for the 2011-2012 school year was to explore building usage due to the continuing decrease in enrollment in the district’s elementary schools. Superintendent Jeanne Dangle established the Facilities Feasibility Study Committee in the fall of 2011 to address this issue and the feasibility of closing an elementary school, as well as to explore how to maximize the use of district facilities in a cost effective manner.
 
The committee met several times from October 2011 to November 2011. After the committee examined data on enrollment trends and projections, the financial aspects of closing an elementary school, possible attendance areas if the Board of Education decided to close either Elden Elementary School or Van Buren Elementary School, and the possible ramifications for transportation, redistricting, and transitioning students should any district school be closed, Superintendent Dangle presented the committee’s data to the Board of Education. The board decided at its February 27, 2012 meeting that closing a school was feasible but the district needed more time and research to create an effective transition plan.

This determination lead to the formation of the Building Utilization Committee. The decision to close a building would have an impact on the families and students in the community. Families need questions answered prior to closing a building. The Board wanted to seek more input from stakeholders prior to making a decision to close a building.

The committee consisted of Superintendent Jeanne Dangle, Jamie Rodems, Assistant Superintendent for Management Services, Board of Education members Jim Goulet, Jeff Marier, Joan Reeves, and Steve Schweitzer, as well as several representatives from the district’s various associations and representatives from each of the district’s school PTAs.

The committee proceeded under the assumption that a school would close in order to discuss how that transition would occur with the least impact to students, parents, community, etc. This committee explored how best to close a school and create a transition for the students, staff and families if closing a building was decided by the Board of Education.
Maps
These are maps which detail the proposed attendance zones for four schools: Palmer, Elden, MacNamara and Reynolds Elementary Schools should the District close VanBuren Elementary School. These maps were reviewed by the Utilization Committee and the Board of Education this past summer of 2012
